An attempt to explain the persistence of the income gap in Latin America, where 40% of the population falls below the UN-determined international poverty line, but where natural resources exist in almost obscene abundance. The paper cites neo-liberal economics and the persistence of colonial trade practices, and proposes either formal land entitlement for all land-occupying citizens, or wealth redistribution ¨¤ la socialism.
