This paper exams the 'digital divide' between those with Internet access and those without. Specifically, it analyzes government's ability to promote Internet access and the consequences of the digital divide. Even in the wake of the Information Technology revolution and in a neo-liberal era of constraint government can play a key role in Internet access and elimination of the digital divide. 4 pgs.
